Manages the projects and personnel involved in the change, delivery, and support of software systems, including those purchased, modified and internally developed.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Manages people and deliverables to change information systems including the following: establishing time lines, assigning personnel, ensuring adequate resources, obtaining necessary information from internal departments, and monitoring project completion.
  • Serves as primary point of contact for all resource requests to modify existing software systems or implement new ones.
  • Confers with management and other internal departments to determine priorities of requests to change or repair systems; and adjusts time lines, personnel and resources accordingly.
  • Ensures appropriate design and implementation of all system modifications are accurate and documented using established documentation standards.
  • Participates in regular interdepartmental meetings and IT strategic planning initiatives requiring new or modified systems functionality.
  • Leads and develops staff including the development of specific information gathering skills, interpersonal skills, and personal development.
  • Coaches technical staff in design and development processes consistent with SDLC best practices.
  • Establishes plans, schedules, and processes to manage multiple concurrent projects/initiatives for on-time delivery; and produces regular progress reports of all software development activities for review and planning with other Software Services Team Managers.
  • Assists employees with difficult or unusual requests, making decisions about disposition of requests that need additional authorization for action.
  • Must be able to generate and explain detailed proposals, guidelines and procedures.
  • Contributes to team productivity by participating in prototyping, architecture, and development.
  • Is responsible for leading design reviews, architecture reviews, and contributing/overseeing coding standards.
  • Relays and shares information with employees and other departments in a timely manner. 
  • Schedules meetings with staff to ensure optimum communication.
  • Provides positive and negative feedback to employees verbally and in writing.  Documents feedback through Confirmations of Conversation (COC). 
  • Conducts annual performance reviews for employees.
  • Provides coaching, mentoring, and developmental feedback to Team Members; successfully managing multiple priorities and deadlines and contributing to long range planning and budget discussions.
  • Confers with personnel of other departments to obtain information about current operational procedures, problems, and specific input and output requirements such as forms of data input, how data is summarized, and format for reports.
  • Ensures necessary record keeping for all development projects and sets expectations and responsibilities.
  • Works with Business Systems Team and Software Quality Assurance Team to confirm and clarify details in software defect reports and establish SDLC best practices for PGT.
  • Assists in the planning and management of software releases and product life cycles; Establishes plans, schedules, and processes to manage multiple concurrent projects / initiatives for on-time delivery, and provides frequent status of these initiatives.
  • Works with the Software Services Leader to define and implement the software development standards used on all platforms within the IT Group.
  • Ensures the technical soundness of system implementations and modifications, including contingency plans, rollback plans and implementation strategies.
Leads team of developers in regards to resource allocation and personal development.  Strong management skills required.  Strong interdepartmental team leadership skills required. The ability to listen and provide good follow up is essential as well as managing complex projects to completion.

  • Must possess strong leadership qualifications, i.e. honesty, organizational skills, must be able to motivate people, and to take action to promote change. 
  • The ability to listen and provide good follow up is essential. 
  • Must possess excellent interpersonal skills.
  • Bachelor’s Degree in technical field or equivalent experience preferred
  • Previous team leadership/management experience required.
  • Microsoft Word, Excel, Power Point and Project skills required
  • Must understand the fit of individual projects within the context of the overall user experience.
  • Candidate must challenge traditional thinking with new and creative solutions that advocate user-centered design best practices and customer focus.
  • Three or more years of hands-on Development experience required
  • Five to ten years related work experience required


Must possess excellent written and oral communication skills including effective presentation skills.  Ability to convey highly technical information in simple terms, good written and verbal communication skills.
